In Hamburg you register at a Bürgeramt within two weeks of moving in. Book online through the Hamburg Service Portal. Appointments can be scarce, so reserve one as soon as you have a move-in date.
After the appointment you get a Meldebescheinigung. You need this for your residence permit, bank account, university enrolment and health insurance. Keep a copy safe.
