Anmeldung is the official address registration every resident in Germany must complete. For international students in Hamburg, it unlocks your residence permit, bank account, health insurance and university enrolment. In Hamburg you register at a Bürgeramt within two weeks of moving in. Book online through the Hamburg Service Portal. Appointments can be scarce, so reserve one as soon as you have a move-in date.
After the appointment you get a Meldebescheinigung. You need this for your residence permit, bank account, university enrolment and health insurance. Keep a copy safe.

German residence law requires you to register within 14 days of moving into a permanent address. Late registration can lead to fines, although students who tried to book early but could not get an appointment are usually treated leniently. Book the earliest slot you can.
It depends on the contract. A private room with a proper rental contract usually allows Anmeldung. A short sublet or a room where the main tenant does not want a permanent registration often does not. Always check the Anmeldung status on the listing and confirm with the lister.
